Key Challenges

The project presented several technical and logistical challenges, including:

·       Confined space entry during manhole and culvert works.

·       Complex lifting operations for large-diameter culvert units and vortex chambers.

·       Managing groundwater, environmental risks, and tide times for sensitive areas.

·       Delivering works on a live carriageway with active traffic management.

·       Working around critical infrastructure such as the W7 water main to Blackpool and other live services.

·       Coordinating with multiple contractors operating concurrently across the site.

Health & Safety Management

PHG implemented a robust Health & Safety management system, working closely with Kier (Tier 1 contractor) and National Highways to ensure safe, compliant, and efficient delivery. All operatives were trained in confined space entry and lifting operations, and strict environmental controls were applied when working near watercourses and live utilities.
