Project Overview
PHG Contracting successfully self-delivered the construction of its new headquarters — a purpose-built industrial facility with integrated office space, located on Hollin Bridge Street in Blackburn. This project demonstrates our capability not just as a civil engineering and groundworks contractor, but as a principal contractor able to deliver a full end-to-end build to the highest technical and compliance standards.
The development comprised site remediation, construction of a new commercial unit with associated office accommodation, formation of compound and parking areas, installation of utilities and services, traffic management planning, and full environmental and H&S compliance.
Scope of Works
- Full Principal Contractor responsibility under CDM Regulations
- Site clearance & groundworks to formation level
- Installation of drainage, power and service infrastructure
- Construction of steel-frame industrial unit and high-spec office space
- Traffic management and vehicle routing strategy
- External works including car park and pedestrian segregation
- External security & lighting installations to CIBSE guidance
- Wheel wash, dust control, road sweeping — zero public complaints recorded
- Full environmental & waste management controls implemented

- CDM-compliant Construction Method Statement authored in-house
- Segregated vehicle/pedestrian logistics planning
